Gilcrease Hills Homeowners Association is seeking a General Manager for our beautiful HOA Community in Tulsa, OK.

The General Manager ensures association business is executed in a timely and accurate manner, in accordance with association governing documents, board policies and procedures, civil code, and other applicable regulations. The General Manager will consistently adhere to and perpetuate the mission and vision of the board of directors, and membership, and has oversight over all aspects of the operations of the HOA common areas. This would include, but is not limited to: building strong relationships with the board of directors, committees and residents, ensuring building systems and common areas are properly maintained, managing staff and vendor performance, administering any shared cost arrangements, ensuring homeowner adherence to community rules and regulations, preparing the budget, presenting financial reports, preparing for and attending board meetings, and communicating with outside entities such as the city or county and its departments, fire authority, local police department, water district, and utility companies as necessary, internal communications, financial management, procurement of insurance and loans, preparation of tax return, and other reports as requested by the board of directors. The General Manager is expected to take pride in the look and feel of the neighborhood and "owns" the activities of all vendors and staff deployed in the building and community.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

·         The incumbent is responsible for supervision of all HOA employees.

·         Acquire an understanding of all GHHOA community governing documents (CCRs, By-Laws and published rules) and ensure all requirements are followed.

·         Proactive inspection of building and exterior common areas, building systems, pools, landscape, and other common amenities.  The incumbent is responsible to ensure necessary repair recommendation and maintenance activities recommendations are communicated to the board of directors and all approved work is conducted in a timely manner.

·         Ensure all fire, life and safety systems are operable. The incumbent will ensure that all evacuation plans, and emergency procedures are documented and understood by staff and residents.

·         Ensure operating procedures and preventative maintenance plans are in place for all key systems (i.e., HVAC, Pumps, Security, etc.)

·         The incumbent shall respond to all homeowner requests for maintenance,  covenant compliance, or architectural requests.

·         Incumbent is responsible for the management of collection of past dues and resolution.  Incumbent is also responsible for the covenant violation notification and resolution.  These require reporting to the board of directives.

·         Work with board of directors approved legal counsel on any pending or existing litigation and provide periodic updates  executive board and at board meetings.

·         Prepare and post board meeting agendas.  Attend lead board meetings and prepare minutes.

·         Prepare concise, yet detail-oriented board meeting packets which allow the board to make informed decisions without lengthy discussion.

·         Attend and participate in GHHOA committee meetings and prepare minutes.

·         Attend and participate in community meetings and other meetings appointed by the board of directors.  Prepare report for board of directors.

·         Approve and code vendor invoices and ensure vendors comply with the terms of their service contracts.

·         Gather no fewer than 3 detailed bids for major non-recurring projects, or for requested changes in recurring vendor contracts.

·         Monitor the financial position of the association, present monthly financial reports, and any documents requiring board member signatures.

·         Recommend and lead board of directors towards the development of short-term and long-range plans, and then develop recommendations for specific action plans to achieve board objectives.

·         Prepare annual budget drafts with updated reserve study disclosures and ensure the annual budget is distributed in a timely manner.  Prepare, review, and present reports for the annual October annual meeting.

·         Support the activities of various Board sub-committees and provide a seamless connection between the board of directors and committees.

·         Administer the Annual Election and meeting.

·         Assess and monitor community needs: Identify opportunities for improved communication or service delivery methods. Implement all board of directors’ programs or improvements.

QUALIFICATIONS:

·         Must have strong written and verbal communication skills. Must be an "active" listener who can anticipate issues and drive for mutually satisfactory resolution.

·         Understands the role and purpose of a homeowner's association and is familiar with community rules and guidelines, facility maintenance, association governing documents, financial statements, and budgets.

·         Service oriented mindset, with multi-tasking abilities, flexible, and resilient attitude. Can work with volunteer board members.

·         Must be able diffuse and/or deescalate conflicts and work well under pressure.

·         Must be able to instill confidence in staff, board members and residents by being prepared and knowledgeable.

EDUCATION and/or EXPERIENCE:

·         Bachelor’s Degree in Public Administration, Business Administration, or related field.  (Preferred but not required) A minimum of five years of successful high profile community management experience or equivalent professional experience in a related field such as property management or hotel management.

CERTIFICATES, LICENSES, REGISTRATIONS

·         CMCA, AMS, or PCAM designation preferred, but not required.

·         Valid Driver License and must be insurable through State Mandated Vehicle Insurance Program.

Job Type: Full-time - Salary

Pay: $58,000.00 - $65,000 per year
